Rule 10204 of L2 V4 r1 says:

In the SBML subset of MathML 2.0, the MathML attribute definitionURL is only permitted on
csymbol and semantics. No other MathML elements may have a definitionURL attribute. (Refer-
ences: L2V2 Section 3.5.1; L2V3 Section 3.4.1; L2V4 Section 3.4.1.)

Section 3.4.1 says the same.
DefinitionURL should be allowed on ci too, so people can use SBO. We made the change in L3V1. We should make it in L2V5 too.

    Looking through the old 'open' issues...

    Can someone say whether this change is in line with our goals for L2v5? Obviously it's a good idea; the only strike against it would be if it went too far in some way.

    I can't think of a reason why it would be problematic to make the change for L2v5 as well, so I'm favor of going ahead.

    Despite the fact that three old editors voted on this instead of three current editors, it was a change that made it into L3v1, so it's sort of perfunctory to change it here, too. Marking it 'accepted'!

    This has now been fixed in SVN. Also, just as a note, there was an example in the l2v4 specification that used the definitionURL on a ci element already! (page 88, in section 5.2). Now the example is legal again, and the change will be incorporated into the upcoming release of L2v5.
