Are you sure this should give an error? In clisp, this just returns another
array of the same length and element type NIL.

I think its behaviour is undefined, as with most operations on arrays
of element-type nil with elements. [ I believe the behaviour of
(copy-seq (make-array 0 :element-type nil))
to be defined, though.
