The linked patch gets rid of the persistent expected package lock failure
Summary of changes:
* When compiling lexical constructs violating package locks don't
SIGNAL the condition, just issue a WARNING and convert to PROGRAM-ERROR.
* When evaluation lexical contructs violating package locks signal
a PROGRAM-ERROR, not PACKAGE-LOCK-VIOLATION.
