A bit of both. Before Win32 all systems SBCL have run on have been
unixoids. While :UNIX could be removed froim *features* pretty
painlessly SBCL on Win32 would still use the package SB-UNIX as the
low-level interfaces have not been quite untangled yet.
:UNIX is likely to go away from features on Win32 when the untangling
