SBCL does a week-long freeze & testing period just before every release,
which is the best time to test -- it is certainly appreciated pretty
much always -- but since the freeze pretty much exists just so that there
is time to test a given version...
I think it should be no great hardship for anyone if sbcl-announce received
two emails (freeze & release) per month instead of just one (release.)
