Most characters are missing a name. The CLHS description of CHAR-NAME says:
"All non-graphic characters are required to have names unless they have some
implementation-defined attribute which is not null."
* (describe (code-char 255))
#\=EF=BF=BD is a BASE-CHAR.
* (graphic-char-p (code-char 255))
* (char-name (code-char 255))
So what are the attributes of (code-char 255) then, if DESCRIBE doesn't
