There are "edit release" operations advertised alongside the "add release" operations, and I get the impression that they have enough power to add new files. This is not a guarantee, since the SourceForge file release system is generally pretty perverse, but I think at least the intent is that it's possible.:-| I don't know whether developers can do this, or whether you'd need to be an administrator, or whether only specially blessed developers can do this, or what. I'll try to check.
