Norm - I ran into a similar need with collations for 14 different
languages and decided to implement an alphabet file (document)
referenced by my stylesheets. I was a little concerned that I had done
something that wasn't necessary but it looks like it was appropriate.

Thanks, Dave. I was sort of hoping there was something considerably
simpler than implementing my own collator, but if there isn't that's
ok, too, I guess.
The current auto-indexing stuff in the DocBook stylesheets uses a
variety of tricks to work with XSLT 1.0. I had anticipated removing
most of those for 2.0, but maybe that won't be possible.
