I've generally refrained from implementing the EXSLT functions that are described as "not yet stable" especially where they duplicate XSLT 2.0 functionality. I'm not sure which version of the function you actually want, but in XPath 2.0 you can convert a duration to seconds by dividing by the duration PT1S, and you can convert a dateTime to a duration since some baseline such as 1 Jan 1970 by doing a date subtraction.
