  If they are plain XSLT, then they don't belong to EXSLT.  That would
be the case only if they (or part of them) can't be written all in
XSLT, for instance requiring some Java.  If that's the case EXSLT or
EXPath would be good candidates though.

  So if they are plain XSLT, I'd release them as packages on CXAN:
