If your file has lone &'s then it will fail an xml parse and so cant
be treated as xml.

The usual advice is pass on this wisdom to whoever created that file
and called it .xml and tell them about their problem.

They need to use a proper xml writer, and not just write a string to
disk.  Unescaped ampersands is just the first stop on a very long road
of problems if you dont use a proper xml writer.
