If your file contains an & that should be & then it is
not an XML file, which means that you cannot process it using XML
tools such as XSLT and XQuery. You need to correct it using non-XML
tools, treating it as a plain text file. It's hard to do that
systematically unless you have very precise knowledge of what
changes need to be made, for example how to identify the &
characters that need to be changed. It's much better to fix the
software that is generating bad XML in the first place.
