Presumably the "failure to compile" is an error message that it can't locate the function?

First, dynamic calls to C# (and Java) classes are not supported in Saxon-HE 9.2.

Secondly, dynamic loading of .NET assemblies is a bit of a black art anyway. There are some hints and tips here:

especially the advice to use the -TJ option for diagnostics.
