the zbig.xsl file looks like

<xsl:stylesheet version='1.1'

<xsl:output omit-xml-declaration="yes"

the command line looks like
$ java com.icl.saxon.StyleSheet -o products.csv
products.xml zbig.xsl

but the output file products.csv still starts with
<?xml version="1.0" encoding="utf-8"?>

the version 6.5 used to omit this <?xml ...?> line but
version 6.5.2 adds it anyway

    I despair. How much do I need to highlight the text that asks
    you not to enter bugs into the bug register directly? This is for
    confirmed bugs, not for suspected ones.

    I can't see any way in which Saxon will write an XML
    declaration when using method="text", regardless of the omit-
    xml-declaration property. Please send me a complete
    stylesheet that demonstrates the problem.

    I am closing this bug entry, please use the saxon-list instead.
