In normal use (without a user-supplied MessageEmitter), the encoding used for xsl:message output to System.err is decided by the Java IO library. On Windows, it will often be CP1252. Saxon should represent characters that can't be encoded in CP1252 as XML character entities, but this isn't happening, meaning that such characters aren't being correctly displayed on the console.

A patch to module net.sf.saxon.event.Emitter is being placed in Subversion.
