When a query is run in -pull mode, the base URI of a
constructed parentless element is returned as an empty
sequence; it should be the base URI from the static
context.

Example:

declare base-uri "http://foo.com";
base-uri(<foo/>)

The problem has been corrected in Subversion, it
affects modules UnconstructedDocument and
UnconstructedParent in net.sf.saxon.pull (the patch
essentially promotes the code for document nodes so
that it also applies to parentless element nodes).

    I have revised the patch. The previous version failed to
    handle the case of a parentless element with an xml:base
    attribute.
