#1026 Base URI should default to current directory on .NET

The Saxon documentation states that when a command line option such as ?d=doc('a.xml') is used on the command line, the base URI for evaluating the expression should default to the current working directory. This is not working on .NET; instead an exception is thrown, saying that the URI is unrecognized.

A patch is being raised on the 9.2 branch which changes the standard URIResolver on .NET to work the same way as the standard URIResolver on Java; if no base URI is supplied, the URI of the current working directory is used instead. Note that the effect of this goes beyond fixing the bug identified above.
