We’re interested in using Savonet/Liquid soap to stream several ‘channels’
to single locations. Eg, 20 locations each with their individual stream. The
plan is to install several instances of the software onto a single server
(until it reached a suitable capacity), and then doing the same on another
server and so on. What server spec, and how many instances is realistic to
run on a single server (including shoutcast/icecast)?

Short answer: many! But really there's no simple answer: it depends on
what it takes to generate each stream (which operator do you use,
sounds processing, transitions, etc) and how much of that processing
is shared between different channels.
