I installed it from source / dev since I wanted the Opus support and for 12.04 LTS only the older version is in the repository. Since Precise is LTS I was surprised the latest version wasn't there - 12.04 will be supported for a long time as the 'stable' update of choice.
I've recompiled and recreated/found some of the OCAML libraries - they were missing so hence last.fm and a few other things weren't working. It's working now.

I think the LTS policy is that bugs are fixed, rather than users getting
the latest upstream version of everything. In that respect it is similar
to Debian stable.
