#8 Develop behavior based on job status

We need a configurable behavior system built around the
job status fields. For example, some users may want to
not ever let an employee clock onto a completed job
(and throw up a friendly error message). Others may
want to simply warn the employee and ask them if they
wish to continue. We should also consider if any
quantities completed on a previously completed job are
entered as rework. Also, we should look into
additional flag fields such as Engineered, Released, etc.
