#47 Wrong zh_CN properties files

Hi,

I found at least since v0.9.4.0 there're wrong zh_CN
properties files in your release package, the problem
might be caused by using wrong encoding parameter
while using "native2ascii.exe" to translate the
orginal native properties file to ASCii encoding.

For example, the orginal zh_CN properties files'
encoding might be "GB18030", but not "UTF-8", then
using "UTF-8" parameter to transcoding the "GB18030"
encoding Chinese characters might result in
unreadable "/uxxxx" chars.

    Now I found from v0.9.1.0 to newest v.0.9.5.0 RText
    releases have the same problem.

    Yes, this has been a problem for awhile (as long as there's
    been a Chinese translation?). Fortunately I just recently
    found a new Chinese translator and this is fixed in the next
    release of RText.

    great, in fact, I had to keep my own version of Simplified
    Chinese tranlation these months since there's no available
    one.

    Fixed (although a few pieces are still untranslated but
    hopefully that'll be done in the next release). Also added
    a Traditional Chinese translation (thanks liu!)
