#658 Crash on startup with non-privileged user account

When installed with a privileged (i.e. domain or
local administrator) user account, and then started
by a non-privileged user, RSS Bandit doesn't show its
main interface, but a setup screen, where it wants to
install additional files.

If the user account's privileges are shifted
to "local administrator", RSS Bandit does start
normaly. Therefore, RSS Bandit cannot be used by non-
privileged users on computers where an privileged
user installed it.

OS = Windows XP, SP2

    Btw.: This bug makes RSSBandit unusable in corporate
    environments, where most of the users won't have admin
    rights.
