I use system with ISO8859-2 encoding so Infobox sometimes show bad
data ("Artyku" instead of "Artykuły" etc). So I patched it.

You can't just add in to_utf8() calls all over the place, as it makes a
copy of the string... Also, you need to check that the name isn't already
UTF-8; we should only try to fix broken names!
Some of this has already been done. Take a look at current CVS (I've
just added a couple of extra fixes for bits I forgot which your patch
