I think a dockapp called wmswallow does something like this.

Both the kpanel (at least on KDE 1.x) and icedock can swallow arbitrary
From what I've seen, kpanel also uses the window-name trick I described a few
days ago. I think this because you have to specify the window name you want to
swallow. But instead of running the command, waiting a specific period and
then trying to swallow the window, apparently it keeps looking for the window
until it appears, and then swallows it (maybe periodically pollint from a "not
swallowed yet" list?). This may be made easier by the fact that kpanel is so
closely integrated with the KDE window manager, so probably kwm notifies it
when a window with the appropriate name appears.
