What a strange and unfortunate article. I believe it was based on a

but the net result (ending with an emphasis on the fact that the
distribution as a whole is not redistributable) is terribly misleading.
The fact is that Studio to Go! includes several things that are simply
copyright with no particular license attached, and some stuff (such as
Windows VSTs) that we negotiated the right to distribute but that we
have no right to grant to other people to redistribute. There is no
EULA; the GPL'd bits are GPL'd, the BSD-licensed bits are BSD licensed,
and so on; what remains is simply copyrighted, in some cases by us.
