Aha! A "template" in Rosegarden is called a "studio". A default
studio can be saved and used a new song or merged over the top of
ones file it seems. OK, I'm happy.

A little more digging and it looks like the "extra" blank tracks are
just part of the system default "studio", i.e. the autoload.rg file.
All squared away on this end. I thought I should answer my own
question tho, so no one would go digging on my account, and so that
someone could snoop through the email list archives to find this
answer in the future.
