If you write your comments like

as Chris has been doing consistently, and I have been doing off and on (mostly
off), then the job of producing the "changed since x.y.z" report is
simplified greatly. You can just cull every line that doesn't start with a
*, a space, or a tab, and get a list of meaningful comments that only needs
some ordering by category and a little thinning of the less interesting bits
to make a sensible release announcement.
I think we should try to make a policy of it, although I feel I should wade
all the way to the end of this file and go through the whole process before
making final recommendations about how we should do SVN commit log entries.
