By 'speed' do you mean playback rate (lowering the rate changes pitch
and tempo as if playing a record slower) or do you mean actually
changing only the tempo without modifying the pitch?
If you mean the former, just use Effects->Change Rate or Effects->Curved
If you mean the latter, then no, not yet. I haven't found a
satisfactory method of doing that. I have some changes that allow
ReZound to use libsoundtouch (which does a pretty decent job of it), but
so far that library is not up to snuff for wide distrobution. I did
some work on the library itself and submitted it back to the author back
in August, but I haven't heard from him since. Maybe I'll contact him
