#21 option to use lower case file names for external files

In section A.5.6 of the Ansi Rexx Standard Annex
entitled External Routines

begin quote:

"The NameType parameter allows the search for external
routines to do, for example, lower casing of the name
when the name was not written in quotes."

end quote:

Regina requires that external file names either be in
uppercase or that the external function or procedure
name be in quotes when written.

The example in the documentation illustrating how
Regina searches for names - the call myextfunc example
- does not work on fedore 3 linux
unless call 'myextfunc' is used or the file name is
MYEXTFUNC.rexx. This assumes proper path setup.

Please implement this feature and you may want to
correct the manual even though the error message is
direct:

sh: MYEXTFUNC: command not found

This might not be clear to someone who does not remeber
that the IBM mainframe world was a singlecase,
uppercase environment.
