General observation: R3.1b2 is functionally sound, afaik, but
with severe performance problems, probably related to I/O.
Trying to isolate cause...

    The culprit: Rxqueue, as in

    'Dir [file] /b | rxqueue'

    This is
    taking at least 500 ms in every case. I was able to dramatically improve
    run times in a particular case by using in place of the DIR/RXQUEUE a
    Stream Query Exists (it turns out a single file was the subject in this
    case).

    Time for this case went from ca 58 seconds to ca 1.5 seconds!

    The whole problem affects the DOS/Windows world only.
    DOS or Win 9x/Me is braindamaged and the problem is
    known by M$. See MSDN KB codes Q190351, Q150956.
    M$ is still wrong about the error reason. I think they forgot
    to mark a handle internally as used. In short:

    NT/2000/XP doesn't have this penalty.

    Regina 3.1 will have fixed the problem.

    The comment abou WIN 9X only being affected does not
    appear to be correct.

    On Windows 2000 regia 3.1 beta 2 takes 3 times as long
    for a task.

    On 2regina 2.2 it takes 22 seconds, on 3.1 beta 2 it
    takes 65 seconds. I could not time beta 4 as it hangs.
