I have two questions in relation to "Enabled Reference Types".
(a) Is it possible to increase the list of reference types? I am working in
an environment where I would like to add "Working Papers" and also, perhaps,
"Work/Research in Progress".
(b) Where can I change the default list of options for all users?

Because of type-dependent handling of references, you may have a bit
of work to add this. Are manuscript and miscellaneous somehow not

This is a per-user setting. You would need to use SQL to batch edit.
You can set the default user types in initialize/ini.inc.php
