SPIP (http://www.spip.net) is a publishing system for the Internet in which great importance is attached to collaborative working, to multilingual environments, and to simplicity of use for web authors. It is free software, distributed under the GNU/GPL licence. This means that it can be used for any Internet site, whether personal or institutional, non-profit or commercial.
A plugin integrating Refbase results in SPIP is now available for SPIP 1.9.2 and SPIP 2.0. Currently, the plugin configuration is available in french and english, but documentation is only in french (translations are welwome). However, the plugin can be used on every SPIP website in any language.

Fantastic, many thanks for your efforts!
Is there a publicly available site where one can see the refbase SPIP plugin in action?
Also, thanks for documenting it so thoroughly. Let's hope someone with better knowledge of French than me can step in and translate the docs to English.
I'll try to get back to your other forum requests soon.
