Wanted to enable 16-bit character support as to enable
construction of unicode scanners.

We didn't find a simple way to support the EBCDIC
stuff, so we removed it. Further, for some reason the
use of bit vectors failed in test, so we disabled them as
well.

We added a -w option to enable the Unicode processing
as to keep backward compatibility with 8-bit use (the
stuff mentioned above still disabled though).

    Could you please provide an updated patch against head?
    And please provide a unified diff using 'diff -u'.
    The restrictions are no problem as long as they stuff still
    works in 8bit mode and one cannot enable -w and one of the
    mentioned ones.

    And please provide a unified diff using 'cvs diff -u'.

    I regenerated the diff, dropped all changes that don't
    belong in it, added the necessary checks that were
    missing, added documentation and so on.

    First file generated looks ok. Windows build no longer
    works and still a lot to work on.
