AFAIK, at the current stage re-alpine's Windows binary is provided on an as is basis. The .exe file *is* the alpine.exe only, it comes with no additional files. Thus, in order to install re-alpine for Windows, either first install Alpine for Windows by means of the setup program provided by UW, then replace alpine.exe with the one from re-alpine. Or, get the ZIP file and extract the required DLL(s). Both, the setup version and the ZIP, are still available at http://www.washington.edu/alpine/acquire/
