Your suggestion is a good one.
I now plan to implement the old page setup as a "page test" or something like that - that can be manually accessed for testing, but also will appear automatically if there is an error importing a new form.
The changes were not very clearly documented so I will update the documentation also.
I'll keep the list up to date once I make the change.

This should be documented.I would suggest reintroducing page setup (without having to import first). I find it highly useful when debugging issues.
