#18 Manual use without GPS

I could see great use for qpeGPS as just a map usage
program. The ability to automatically jump from one map
to the next and easily jump from one scale to another is
great.

If there was a function where if it could not talk to a
GPS it would go into "manual mode" where it first asks
for a Long/Latitude. Once input it would "pretend" that is
the location from the GPS. Then you could use the arrow
keys (or some others so as not to confuse the existing
features) to manually change your "pretend GPS"
reported location "up/down/left/rigth" and thus scroll the
map. Then I could still use the existing zoom featuers to
switch to different zoom factors of maps, etc.

I am not a programmer, so I don't know how hard this
would be, but I know I would use the feature. Both
when I don't have my GPS, and when I just want to USE
my hundreds of maps to explore a remote town, or plan
a route, or find something.

    This looks much like the "map mode" we have now. It is
    already possible to jump to a recorded place.

    What still misses would be map-selection like we already
    have in the map-property screen.
