The soap decimal standard is the XML Schema Decimal standard plus a  
few attributes like "id" and "href".

There is specific range checking for these XSD types, probably other  
checks too.

If it's incorrect, I'm not convinced it is, it should be fixed.  Can  
you provide a the reason(s) you think it is flawed?
