#327 Positioning Module - gps time calculated incorrectly

Hi,

I've noticed that the positioning module has a bug in calculating the time correctly. Since there is no doc about the time of the satellites I had to check myself.
The time is transfered from gps or utc time into local time but with a oposite sign.

e.g.

in UTC we have 13:00

so in Germany we have 13:00 UTC + 1:00 (Germany Time Zone) + 1:00 (summer time) = 15:00

but the ['satellites']['time'] shows 13:00 - 2:00 = 11:00. That is only a bug in the sign I would guess.

please verify and publish information how the time is calculated in the doc

I ve noticed that on python 1.9.7 with a N95 8 GB with 31.0.015
