Could you give the 1.3 package at Bob Ippolito's package repository a
try (direct link: http://pythonmac.org/packages/pyobjc-1.3-py2.3-
macosx10.3.zip). PyObjC 1.3 contains a number of improvements over 1.2.
I've not yet updated to 10.3.9 yet, the installer for 1.2 did work
correctly in 10.3.8. I don't know why it doesn't work for you.

Panther should also work just fine.
