Currently, Ctrl+Shift+T opens the "Open Type" menu for opening a class, and the Ctrl+Shift+R opens the "Open Resource" menu for opening a file.

There's no way of opening the __init__.py for module mymodule...
I would expect either Ctrl+Shift+T or Ctrl+Shift+R would allow typing mymodule, and the __init__.py wil be opened.
