#19 copy manifest to target executables

For VS2008 built executables its important a manifest exists to reference the CRT, or the CRT fails to initialize. The 'template' executables do have a manifest, but our resource updating removes all old resources. This patch loads the manifest from the 'template' and writes it to the target.

As this manifest info includes the 'requestedExecutionLevel' value which is important for Vista, I thought I'd also add the ability to modify that string on a per-target basis - meaning that executables created with 2.5 and earlier can optionally get a default manifest.

I included a sample and docs, but thought I'd let it sit here for review for a while...
