The problem has be reduced to a few lines of code. I can remove everything and just have an application that tries to import something thats not included with the .exe and it will cause this issue.

You might find it easier to have your pre-loader run in a separate
process that launches the main app.

You may get better help on this list if you can reduce your problem to a
few lines of code.  (It's also likely to help you find your own problem.)
