You may need to right-click on the executable and say "run as administrator" - you probably find pywin32 prompted for authorization while the others didn't.  bdist_wininst in python 2.6 has this fixed and pywin32 uses python 2.6 to build *all* binary installers via the --target-version and --skip-build options.
