The install file says

*) Building

1) cd into the src/ directory
3) Run "make"
4) Read the manual page.
5) Test it in place: ./ptpd2 -your -arguments -here
6) Run "make install"
==================

But when the instructions are followed it doesnt work.

==================
[hughest@rpmbuild01 src]$ make
make: `ptpd2' is up to date.
[hughest@rpmbuild01 src]$ make install
make: *** No rule to make target `install'. Stop.
[hughest@rpmbuild01 src]$
