No, 2.0 has not had an official release yet. The last "major change" I want to do before release is make the namespaces of the pwiz CLI bindings match the new namespaces in the native code. When I put the bindings into a hierarchy I didn't bother to change namespaces around because that would entail changes to the downstream applications, so I decided to do that as a separate step. I can do that soon. We should probably also have the Windows DLL builds working for an official 2.0 release but I haven't had time to work on it lately. The Windows build that we actually put in the binary release tarball has been ok for a while, but the pwiz downloads.html was pointing at the build with Skyline and Topograph. Skyline is erratically failing, but as Brendan said since we don't include it in our release we needn't consider it for our release process. SeeMS also erratically fails in the debug configuration, but as long as the release binaries build I'm happy. :) I just uploaded a new downloads.html that points at the Express configuration which doesn't build Skyline or Topograph. There are some significant changes to the TC build configurations looming. Debug/release will be split out into separate builds, as will 32/64 bit. And probably also another Windows configuration for testing that our DLL builds work.
