#1 running botloader

running on a RH 7.2 box with apache 1.3.23 i cannot
run botloader.php

when i try to run it i get told that permission is
denied. I followed the manual and made sure there is
an empty subs.inc file with 755 permissions but still
no.

also, when i try to type into talk.html, i get this
error message:

required 'plugins/customtags.php'
