We are, as a research group in Bilkent University, planning to develop a graph visualization tool with advanced features such as dynamic node creation, deletion, editing, query, layout&animation, etc. (http://chiweb.sourceforge.net). It seems that there is no enterprise or commercial application built on flare. Do you think that flare is capable enough to develop an advanced graph visualization tool? Did you notice any serious bug concerning the graph visualization components (nodes, edges, etc.) of flare?

just in brief, it is properly worth considering that flare is basically a pretty dead project, at least there was no active development happening to the best of my knowledge since the last release. Recently the flare core team moved the flare code to github and encouraged the community to "take over" yet there was no response I think. Apart from that also maybe worse thinking about that the future of the flex/AS3 technology is pretty unsure due to Apple's big No, not supporting it on ipad and iphone.
If this two point don't matter flare while being alpha is quite powerful already and the code base is very good and well designed. The integration into flex is limited what I heard yet there is a branch project looking into that (can't remember or find it right now)
