not sure it this is a typo in the documentation for the NumberParser::parseFloat() method on http://www.appinf.com/docs/poco/Poco.NumberParser.html.
In the documentation it says:

static double parseFloat( const std::string & s);
Parses a double value in decimal floating point notation from the given string.
Throws a SyntaxException if the string does not hold a floating-point number in hexadecimal notation.
----------------------------------------------

I guess the part with the hexadecimal notation was pasted from another part of the documentation (probably from parseHex() or parseHex64() )
and should be something like:
"Throws a SyntaxException if the string does not hold a floating-point number in decimal notation."
