Allow ncpd to set the EPOC device's clock from the system clock each
time it connects, as in PsiWin.

    Need to fill in the setTime method in lib/rpcs.*. Need to
    touch rpcs32.h (move method out of #if 0 block) and rpcs.cc
    (implement method), then need to call from ncpd, using
    psitime functions to generate time.

    For now, there is support for setting the clock in plpftp
    (plptools 0.15). It wasn't obvious how to add it to ncpd,
    so for now I haven't. I'm leaving the feature request open,
    and deassigning it.

    This is unnecessary: you can add a call to plpftp to the /
    etc/init.d/psion script, or wherever.
