For free and open software (I will not comment on the subtle differences
between the two), it is customary to distribute the source code,
that everything is compilable using the facilities in the distribution.
For the DOS/Windows platforms it has been more customary to simply

as that part simply was not finished. So that meant that you had to have
a compiler capable of linking to C static libraries anyway to use
I have worked on the DLL version and I can say it is ready enough to be
used and tested.
The win32 driver still needs work, as the only language that is really
right now is C (via static libraries or via the DLL).
If more people would like to have the DLL in binary form, then it should
possible to arrange for a binary distribution. It is not likely to
before the next release though :). But I can provide you the DLL
if you want.
